Does this Atlanta Hawks tweet suggest the lottery is rigged for Cleveland?

The Hawks went 38-44 this year, and received a nice first round playoff exit as a reward for their efforts.  Meanwhile the Cavaliers (33-49) finished just 5 games worse than Atlanta, and ended up with the #1 pick in the draft, despite a 1.7% chance of that happening.  It appears whoever runs the Hawks twitter account is feeling a little jealous at the moment:


I'm not sure what the NBA's rules are for its clubs official twitter accounts, but I'm guessing Adam Silver and Co. won't be too happy with this.

If the Hawk's are implying there is something fishy going on, you'd have to admit they have a pretty good case.

In 2010 Cleveland lost LeBron James to free-agency, and it could be easy to get the impression that the league has been trying to make up for it ever since, as the Cavs have won 3 of the last 4 lotteries (2011, 2013 and 2014, and also got pick #4 in 2012).
